All around the world young people are at risk of sexual experimentation. Each country has a different policy on Family Planning. Sexual experimentation can lead to unwanted pregnancies, not all countries had abortion or adoption. Some places these children could be sold into forms of slavery and human trafficking as the Catholic Church has reported.
Some Catholic organizations have also held fundraisers and walks to assist those that escape these situations.
Education about how the human body reproduces, what can happen as a result of sexual experimentation, i.e., sexually transmitted diseases, skin diseases from excessive contact with contaminated skin, unwanted pregnancies, or even slander can be used as a way of positively involving young people in family planning.
The youth now are more mature, have more knowledge due to the Internet and other media access, and want people to explain issues and concepts that most do not want to talk about.
An example is when “sex education” entered the school system. Parents did not want to discuss this so local governments put it in the school’s curriculum. These youth will one day become adults. In conclusion, there are offices all around the world and in the United States the public school system teaches about human reproduction, which is seen as an introduction to family planning for young people. Understanding how the human body works, what can happen, and how to get treatment has been seen as a way to involve young people in family planning and reduce the negative effects of sexual experimentation.

A government and how it runs a country varies. The role the government plays in promoting an informed choice for a family size for any type of government starts with education on the subject. An informed choice, sounds like no choice, “this is how many children we would like to limit you to.” Countries like China have a “One-Child Policy” that is enforced through violence, forced abortions and forced sterilization. This policy also sounds like a form of genocide.
Hong Kong’s “Two is Enough” campaign, Two-Child Policy, used educational means to reduce the rapidly rising population through reducing the general birth rate. In the United States the family planning program Planned Parenthood and is funded by Title X of the Public Health Service Act. This program uses education, medical exams, disease testing, prevention and management of sexually transmitted infections, pre-conception counseling and management, and infertility management. The family planning services, similar to Hong Kong’s numbered campaign, is defined as, “educational, comprehensive medical or social activities which enable individuals, including minors, to determine freely the number and spacing of their children and to select the means by which this may be achieved” (http://en.wikipedia.org/wiki/Family_planning).
Governments that are governed by the people have more freedom, education, resources available to the general public, and seem to make better decisions. These governments are usually constitutional, democratic, and capitalistic. The general population also contributes to the financial state of the government through fair taxation. So the programs that are promoted, literally come from the general population itself. In this type of situation, a persons education and financial situation would play a major role in family planning, timing of pregnancy or spacing children.
The Responsibility to Protect (RtoP or R2P): A rule or belief governing behavior or a standard of supreme, independent authority over a geographic area, not a special right, advantage, or immunity granted or aviable only to one person or group of people. R2P prevents or halts:
◊Crimes against humanity, and
Referring to mass atrocities. This concept can also be seen as reasons for education on family planning, the “Responsible to Protect” the lives of children born into a country. Literally R2P is used when, “A state (country) has the responsibility to protect its population, if unable, the International Community has responsibility to assist the state (country) by building its capacity (http://tmscconsultingsvcsllc.wordpress.com/2011/04/1 9/international-world-management-leadership-tmsc-eme rgency-crisis- forcasting-table/).
In conclusion, education and funding are effective in promoting family planning and government intervention, as seen through the “Two is Enough” campaign in Hong Kong, and the Planned Parenthood program in the United States.

According to The Wall Street Journal’s Wednesday, March 23, 2011 issue, Israeli attacks on militant targets in Gaza killed at least eight Palestinians, part of a rise in hostilities that began with a Hamas strike on Saturday, while NATO forces have for four days authorized air strikes against Lybia, a location Al Qaeda operates out of.
Many Islamic groups like Al Qaeda out of Lybia lead by Osama bin Laden believe that the relationship between Israel and the U.S. gives them the right to Jihad, from Al Qaeda this has been a strength since the 1980s.
Like other terrorist and para-terrorist issues of this age. civilians have been assaulted more by these extremist groups than military forces.
Amnesty International and Human Rights Watch have issued reports on these activities in the past. From an article written about The Taliban, another terrorist and para-terrorist group:

Amnesty International (2009) report on Getting Away With Murder? The Impunity of International Forces in Afghanistan, states that the, “International Military Forces In Afghanistan include: Operation Enduring Freedom , The NATO-led UN mandated International Security Assistance Force (ISAF)”. The Law of Armed Conflict from the Four Geneva Conventions may be necessary at this time for para-terrorist activities to alert the world of the dangers to civilians. The Purpose of the Four Geneva Conventions:
“…all cases of declared war or of any other armed conflict which may arise between two or more of the High Contracting Parties. Even if the state of war is not recognized by one of them…Even if not present…the Powers who are parties there to shall remain bound by it in their mutual relations..”
The Taliban and Hamas have governmental bodies and Al Qaeda does not. The danger these para-terrorist pose, governmental body or not, is in the International Relations of Power, for this, power must:
- be a goal,
- the influence and control measurable,
- have victory in conflict and attainment of security, and
- control over resources and capabilities.
Degrees of International Relations Power are:
- Super Power,
- Great Power,
- Regional Power, and
- Middle Power.
These degrees of power can be “hard” or “soft”. A Pulitzer Centerendorsed title on the Taliban about accurate information , is a question on “softpower”.
In conclusion, the anti Irsael-U.S. Relationship attitude expresses by violence that started in the 1980s is still present. While the U.S. & NATO airstike Lybia,where Al Qaeda operates, Hamas has started a mini-war with Israel. The useof power by the terrorist, para-terrorist, and extremist groups is felt more with the civilian population than military. As a result, the enforcement of tThe Law of Armed Conflict may be necessary.
Update November 28, 2012 “A Year Later”
According to MSN.com’s Homepage News Al Qeada, which operates out of Lybia, is causing problems for those fighting human trafficking. In the state of California, petitions are being used to draft laws against human trafficking.
On February 3, 2011 the BBC NEWS on AFRICA reports that Rwanda is promoting vasectomy to stem the population growth. Many reports of genocide and deforestation in Rwanda and other African countries makes this look like another form of genocide.
The Rwandan government has been encouraging male circumcision since 2008 as the UN World Health Organization says it reduces the risk of heterosexual HIV infection (http://www.bbc.co.uk/news/world-africa-12354464)
Los Angeles Times- Wednesday, January 5, 2011 the Los Angeles Times has a story about high levels of mercury that causes concern. National University of Colombia scientists Guillermo Duque and his wife Pilar Coynua found as much as three times the recommended level of mercury in fish in Buenaventura Bay where the Dagua River empties into the Pacific Ocean.
Past studies of vaccines in the United States of America have shown high levels of mercury are associated with mental health issues.
How will this effect the water supply?

Countries have warred, brought peace, reorganized, and been split. What type of leadership do these countries have? There are several “political ruling structures of the world”, they include:

- Monarchies, and
Capitalism and Marxism are like the engines that move the political trains. How the economic systems look.

The Ruler has absolute power, and they are not restricted by a constitution, laws or opposition.
Are a form of democracy: political systems where the supreme power lies in a body of citizens who can elect people to represent them. This includes all or a portion of the population. This political rule is not related to or referring to The Republican Party of the United States of America.
Is a political theory advocating state ownership of industry. It includes a cast system, meaning individuals are born into a social class that is based on legacy and bloodline. The cast does not change and is reinforced through religion, educational opportunity, and marriage. Democratic Socialism is the public or common ownership and cooperative management of production and allocation.
Is a form of Socialism that abolishes private ownership. A Sociopolitical movement a stateless and classless society structured on common ownership, for example: Government Ownership.
Political systems that have multiple parties and may include communism, which excludes true democracy. An example is India, which has two political parties that are considered communist and large parts of India are considered Marxist.
Is a political emphasizes on promotion of a country.
Is a inherited government autocratic authority. All the political power is absolutely or nominally lodged with an individual.
A Government by the people or elected officials. Political governing derived from the people. Stanford’s Universities Model of the four keys for Democracy:
- Free and Fair elections,
- Active participation of the citizens,
- Protecting of Human Rights, and
- The Rule of Law.
